Joanne Helgasdottir sat in the air conditioned office of Kiki Osmen�a a senior
official at the Philippines Department of Social Welfare and Development in
Batas an Complex, Constitution Hills, Quezon City. She looked so stunning
dressed as always completely in black leather with Her curly blonde hair Her
rippling frame and her lovely tanned complexion. Next to Her sat Her Colleague
Bjoorn Alvaeus looking so gorgeous too with His tanned complexion and dressed
too in tight shiny black leather that revealed His muscles and His huge

.Seated next to Kiki was another official at the DSWD Jorge Roxas who looked
so small and puny compared to Joanne and Bjoorn.

Joanne could see right across Quezon City which was the former capital the
most populous city in the Philippines and also the richest city in the
country. Located on the island of Luzon, Quezon City (popularly known to
Filipinos as QC) was one of the cities that made up Metro Manila, the National
Capital Region. The city was named after Manuel L. Quezon, President of the
Philippines, who founded the city and developed it to replace Manila as the
country's capital.

Joanne was a Senior Official at the Norselandic Ministry of Overseas Aid .She
was also a senior Supervisor with the ROAC. (The Royal Overseas Aid Corps) or
the Dronninga Oversijooiisk Hjelp Korps (DOHK) that overseed all Norselandic
overseas aid work. in the Philippines and the world generally. The aid work
was massive as Norseland had in ten years provided over £6 billion alone in
aid to the Philippines.

The Philippines was considered as a newly industrialized country, it had been
moving from an economy based on agriculture to one based more on services and
manufacturing. The Philippines officially known as the Republic of the
Philippines (Filipino: Rep�blika ng Pilipin�s), was a state in Southeast Asia
in the western Pacific Ocean. To its north across the Luzon Strait lies
Taiwan. West across the South China Sea sat Vietnam. The Sulu Sea to the
southwest lay between the country and the island of Borneo, and to the south
the Celebes Sea separated it from other Islands of Indonesia. It was bounded
on the east by the Philippine Sea. Its location on the Pacific Ring of Fire
and its tropical climate made the Philippines prone to earthquakes and
typhoons but have also endowed the country with natural resources and made it
one of the world's megadiverse countries. Covering almost three hundred
thousand square kilometres (over 115,000� sq� mi) made it the 73rd largest
independent nation and an archipelago comprising 7,107 islands, the
Philippines was categorized broadly into three main geographical divisions:
Luzon, Vasayas, and Mindanao. Its capital city was Manila.

With a population of more than 92 million people, the Philippines was the
seventh most populated Asian country and the 12th most populated country in
the world. An additional 12� million Filipinos lived overseas. Multiple
ethnicities and cultures were found throughout the islands.

In prehistoric times, Negritos were some of the archipelago's earliest
inhabitants. They were followed by successive waves of Austronesian peoples
who brought with them influences from Malay, Hindu, and Waslamic societies.

the Philippine Revolution, which spawned the short-lived First Philippine
Republic; the Spanish-American War; and the Philippine-American War. In the
aftermath, the United States emerged as the dominant power; aside from the
period of Japanese occupation, the United States retained sovereignty over the
islands. After World War II, the Treaty of Manila established the Philippine
Republic as an independent nation. Since then, the Philippines has had an
often tumultuous experience with democracy, with popular "people power"
movements overthrowing a dictatorship in one instance but also underlining the
institutional weaknesses of its constitutional republic in others.

Poverty� remained the most critical social problem that needed to be
addressed.� Philippines'� poverty line marked a per capita income of 16,841
Peso a year. According to the data from the National Statistical Coordination
Board, more than one-Quarter (26.5%) of the population falls below the�
poverty line� in 2009.� This figure is a much lower figure as compared to the
33.1% in 1991. � This showed that the incidence of poverty has remained
significantly high as compared to other countries for almost a decade now. The
unevenness of the decline has been attributed to a large range of income
brackets across regions and sectors. The Philippines poverty rate is roughly
the same level as� Haiti.

The government with massive Norselandic assistance planned to eradicate
poverty as stated in the Philippines Development Plan (PDP). The PDP for the
next six years were an annual economic growth of 7-8% and the achievement of
the� Millennium Development Goals� (MDGs). Under the MDGs, Philippines
committed itself to halving extreme poverty from a 33.1% in 1991 to 16.6% by
2015.[2]

The slums of Navotas outside Manila were some of the worst in the country's
capital. This was where the "bat people" live, building their shanties under
traffic bridges in the dark. For the lucky ones, close to the opening of the
bridge, there were opportunities to bootleg electricity, or to see the light
of day. For others they were stuck living in the dark, their derelict homes
built atop "stagnant water choked with litter and refuse." heard the rumble of
traffic overhead and realized that the ceiling was in fact the underbelly of
the overhead highway.

The ROAC commanded by in the Philippines Joanne with the assistance of the
National Overseas Housing Corporation (Nasjonale Utlandet Huset Samfund)
represented by Bjorn Alvaeus a semi private body that specialized in slum
clearance, proposed to completely demolish the slum of Navotas.The NOHC would
move bulldozers in to raze the whole slum while the local population would all
be rehoused in temporary accommodation in a huge camp just north of Manila
under the supervision of the ROAC. New properties with proper sanitation would
be built at the cost of £10 million and the population of Navotas would for
the first tIme know sanitation, electricity, clean water sewage and clean
roads all supplied with the generosity and wealth of the Norselandic
Government. Of course one it was built and called New Navotas it would come
under the jurisdiction of the ROAC as well as the (Dronninga Utlandet
Filippinsk Dommere(DUFD) or the Royal Overseas Filipino Judges) who would
maintain ordered ruthlessly and establish a strict curfew for the local
inhabitants controlled in the same way as the Papian quarters in Norseland.

Kiki had been totally overwhelmed and defeated by the sheer magnetism and
intellectual brilliance of Joanne as well as by Her physical size. Joanne had
overwhelmed Her both physically and mentally.Joanne also looked so
intimidating dressed completely in black leather with high heeled boots,
leather skirt, jacket and tight leather gloves. Bjoorn Her Colleaugue was also
dressed in skin tight leather in a shiny leather suit with knee length boots
and a tight leather jacket, skin tight leather trousers that showed off His
