Poverty� remained the most critical social problem that needed to be addressed.� Philippines'� poverty line marked a per capita income of 16,841 Peso a year. Of course one it was built and called New Navotas it would come under the jurisdiction of the ROAC as well as the (Dronninga Utlandet Filippinsk Dommere(DUFD) or the Royal Overseas Filipino Judges) who would maintain ordered ruthlessly and establish a strict curfew for the local inhabitants controlled in the same way as the Papian quarters in Norseland.
